The mention of a prison sends chills down many peoples spines, moreover those who really understand what it is like to be a prisoner. Kenyans Jails aren't the best when it comes to infrastructure and other prison utilities and amenities. When you compare the United states federal Jails with the Kenyan ones, you might find it enjoyable to be locked up in a Jail in the U.S as opposed to one in Kenya.
However, come to think of it again, Kenyan Jails are the best save for the lack of amenities and other social infrastructure.Kenyan jails have tried flourish since their conception in 1911 where the Prisons were under the ministry of interior and co-ordination of national government and later they were transferred to the ministry of interior co-ordination and national government where they are as at now (2016). The Kenya Prisons Service is headed by the commissioner general of prisons a post created in 1917. The post was later Named the Commissioner general of prison under the new constitution and is currently held by C.G Isiah Osugo. He is credited for steering the once troubled department through the Madoka Report recommendation and reforms in spite of the budgetary challenges.
So who is this Man Osugo? Mr. Isiah Osugo has over thirty years in managerial positions in the criminal justice system in Kenya. He was appointed the Commissioner of prisons in 2008 a rank that was later to be referred to as the Commissioner General of Prisons. Mr. Osugo who is the former Nairobi Provincial Criminal investigations Department head (CID) replaced Mr. Gilbert Onyango as the prison Boss.
Mr. Osugo is an holder of the orders, order of the chief of the burning spear and the order of the Golden warrior of Kenya. In 2008 he was awarded the champion of African Correctional Services. He is the African Regional chairperson of African correctional service ( Although I am not sure he still holds the position).
He is in the forefront of spearheading reforming in the otherwise laid-back prison Service. He has enhanced prison working relations with other stake holders and has in a big way improved the living conditions of inmates and to a large extent the staff welfare.
after adopting the Madoka report, he has made major strides in the integrated correctional service improvement programme.
He is famous for the introduction for the open door policy ; the open door policy encourages all social stakeholders in the criminal justice system, including the media, civil society and other international organizations to implement prison reform initiatives. It was in his helm that staff development and promotions were realized through close working relations with the governments that saw a number of staff get promotions to various ranks in the department.
